Kerli is the daughter of Piret (Kuresoo), a social worker, and Toivo Kõiv, an auto mechanic. Her sister is musician Eliisa.
Kerli is said to have some degree of German and Swedish heritage. It is not clear if this is accurate. No apparent German or Swedish ancestry appears in recent genealogies of Kerli.
Kerli’s paternal grandfather is Arvi Kõiv (the son of Elmar Kõiv and Amanda Mäeloog). Elmar was the son of Rosalie Kõiv. Amanda was the daughter of Karl Eduard Mäelook/Mäeloog and Emilie Jõgi.

Kerli’s maternal grandmother is Laine Otsus (the daughter of Arnold Otsus and Salme Helene Vaher). Arnold was the son of Karl Otsus and Marie Milius. Salme was the daughter of Oskar/Oscar Daniel Vaher and Helene Leontine Vaglake/Vaglakes.
Kerli was born one day after singer Luisa Värk was born in Elva.
