Rabiya was born to an Indian-American father, Syed Mohammed Abdullah Moqueet Irfan Hashmi, and a Filipina mother, Christine Mateo, of Hiligaynon and Ilonggo descent. Her father is a doctor who was studying medicine in Manila. She was raised by her single mother after her father left her family when she was five years old.
